VLOC a Subsidiary of II-VI Incorporated, a world leader in the manufacturing of high power CO2 laser optics is actively seeking an R& D Program Manager for its Trinity, FL location. The R&D Program Manager will be responsible for the operational, scheduling, and financial performance of existing R&D Programs to ensure that program milestones are established and achieved. The R&D Manager works with senior management and the steering committee to set the direction for the programs. Acts as the primary customer interface for all communications, status updates, issues and support. Also acts as an interface between key suppliers and vendors who are providing subcontract support to the programs. Along with the responsibility of assisting sales and marketing with the development of potential new contracts while ensuring that the Company remains compliant with all Government contract clauses in both R&D contracts and Government production orders. The R&D Program Manager interfaces with all management and contracting agencies. Writing proposals and preparing budgets to win new R&D contracts. Advancing VLOC’s technical reputation through customer interface, presentation of papers, trade shows, and interacting with peers and technical associates. This position is also responsible for enforcing export control regulations and maintains security clearance.
Job responsibilities summary: Program and Contract Execution: Milestones established and met; budgets developed and managed; program performance management; negotiates and develops subcontracting plans; identifies areas of risk and takes appropriate action; prepares and distributes summary program status; develop interim and final reports, coordinate and submit; program overviews and briefs are prepared and presented; effective documentation of contract files and communications.
Business Development: Works closely with sales, marketing, the general manager, and the corporate advisory committee to develop strategic business plans for expanding and evolving pilot production into production and a viable business unit at VLOC. This role will involve a broad range of materials with strategic importance to II-VI and its subsidiaries.
Contract Solicitation, Negotiation, and Administration: Assists in development of statement-of-work objectives, writing proposals, effectively negotiates contract solicitations. Reviews all Government contracts for DFARS and FARS requirements, provides feedback to sales and management; ensures government property control system is active and maintained; works with Export Control manager to ensure that ITAR and other compliance requirements are met.
Position Requirements: Qualified candidates will have the ability to obtain an Industrial Secret or higher DOD Security Clearance, a demonstrated ability for leadership, coordinating technology development, negotiating technology transfer, high level of business acumen, a high level of organizational and communication skills (written and verbal).
Education Required: BS Degree in Electrical Engineering, Chemical Engineering, Optical Engineering, Physics, or Chemistry is required. MS is preferred.
Experience: Minimum of 10 years in laser and/or materials related fields is required. Experience must include a minimum of five (5) years of experience in program management acting as a primary contact with full schedule and financial responsibility and 5 years of business development and product innovations.
